VisitScotland's Management Statement and its associated Financial Memorandum have been drawn up by the Scottish Executive Education Department in consultation with VisitScotland. The document sets out the broad framework within which VisitScotland will operate.

In particular it contains the rules and guidelines under which VisitScotland functions, the conditions under which public funds are paid to VisitScotland, and how VisitScotland is to be held accountable for its performance.
